从河北省第三产业结构特征看现代服务业发展路径

主题，充分整合各种文化资源，壮大产业规模，推动结构优化升级，构建文化市场体系，打造文化品牌，培育扶持新兴产业和区域性特色文化产业群，利用好北京联合张家口举办冬奥会的机会，扩展对外文化交流。

（四）商贸流通业——支撑产业

河北省批发零售与住宿餐饮业的规模不断扩大，其作为中国北方地区最大的商品市场交易集群，商贸流通业也由末端产业转变为先导产业。现代服务业要求实现“高效率、低成本、环境友好”的现代商贸流通体系，巩固其支撑产业的地位，以逐步推动国民经济的增长。一方面，加大对石家庄北人集团等一批全国性大型流通企业的培训和支持力度；另一方面，针对河北省零售领域缺少大型企业的现状，培育一批具有核心竞争力的大型零售商业集团。

（五）不应刻意追求服务业比重

河北省服务业目前面临巨大的发展机遇与潜力，但基于河北省的经济要素禀赋和整体实力等方面的考虑，现阶段河北省不应刻意追求服务业比重。河北省是工业大省，第二产业对经济的贡献度及拉动一直大于第三产业，如此时过分追求发展现代服务业，则会产生理论政策偏向等问题。基于此，河北省应依托钢铁、煤炭、装备制造等主导产业发展专业化的生产性服务业，在提高居民收入水平的基础上，全面提升服务业发展质量，引导河北省现代服务业全面、协调、可持续发展。

Abstract： Modern service sector， which promotes the development of the primary and the secondary industry， is an important symbol to measure the modernization process and the overall competitiveness of the region. Based on the data of three economic censuses， this paper described the tertiary industrial structure of Hebei province from the aspect of the structure of internal industry output value， the proportion of employees and the comparison of traditional and modern service industry， and puts forward some suggestions. Modern service sectors should develop with financial industry as the core， logistics industry as the lead， cultural industry as the advantage， commercial circulation industry as the support， but without deliberate pursuit of the proportion of service industry.
