基于信息援助的信息弱势群体公共信息服务平台研究

〔Abstract〕Present there is a lack of systematic analysis of public information service platform of disadvantaged information groups,through theory analysis and instance collection,public information service platform of disadvantaged information groups is builded from information supporting perspective.Using literature analysis,information supporting is analyzed through 4 main points:provider,goal,major issue,basic instrument.And on this basis barrier types of information supporting in disadvantaged information groups are fully discussed.According to barrier types,different channels of public information service are divided.Corresponding instances are also collected to provide certain support to divided channels.Then group system,institution system,communication and expectation confirmation system of public information service platform are designed,and public information service platform is established.Characteristics of homogeneity and heterogeneity in different disadvantaged information groups are caused by different barrier types existed in information supporting,they determines that public information service platform not only which provides homogeneous information service and scope of acceptor targeting the whole disadvantaged information groups,but only provides special information service and focuses on special populations and distinctive individual.Public information services need to consider objectivity of information and subjectivity of demand.Public information service platform is a multi-dimensional,and participants present diversity.Public information service platform is social service network and takes the service,trust,voluntary and mutual benefit as its starting point.

信息弱势群体是由于经济条件、周围环境、自身原因、文化水平等限制,获取公共信息的能力十分欠缺,文化程度低下人群与残疾人、老年人、留守人员等弱势群体在平等获取信息方面仍然有诸多障碍及困难,信息不平等影响着他们的生活、工作及学习等方面的质量。为发展弱势群体公共信息服务的权益,各国进行公共信息服务时都考虑了弱势群体的信息援助。联合国《琵琶湖千年行动纲要》明确了缔造包容,无障碍的社会,以便弱势群体获得信息和服务,美国颁布的508无障碍法案确保获取信息的无障碍,英国政府及公用事业部网络无障碍法规规定国家机构的网页提供同步的多媒体演示的听觉、视觉、音频等格式文本信息。皮帕·诺里斯指出信息富足者和信息贫困者之间的差距会造成社会鸿沟[1]。R.Kuber等认为信息社会中残障人享有使用信息科技、提高生活品质的权利[2]。Deursen等在研究公共信息服务公平性时,提出提高社会公众使用公共信息服务的能力,进而解决数字鸿沟问题[3]。
